Starbucks question about figuring out store's policy on cream in coldbrew

I love CBIC. I love it a lot. I order it... a lot. I noticed that occasional my beloved CBIC (venti) would occasionally cost $5.07 and other times it would cost $4.35. Now, at the awesome store close to my house this happened and the manager overheard me go "oh that seems higher then normal" and ran over and was like "No no you don't charge for cream, that's only if you're making a milk based drink out of cream instead", or something to that effect. And then told me to speak up any time I see that cream charge. Cool. Happened with 1 other employee there and I mentioned it and she turned beet red cute as a button and apologized. It was cool. I tipped her the cream charge for being so nice about it . Fast forward today. I am in a different starbucks, I order my CBIC venti w/cream. Boom, heavy cream charge shows up. I mention politely that I don't think that is the right price because of the cream charge. Barista stands his ground and tells me it is, because it's a venti it uses so much cream. I said the manager at another store told me to always speak up. He flat out said that manager didn't know what they're talking about. I said please give me the most "free" cream you can spare, as if I was ordering a regular coffee. He rolled his eyes and removed the charge and made yet another point about how they really should be charging for cream. Anyways, it was really quite upsetting. I don't like confrontation. I don't like being challenged when I've already taken the awkward first step of speaking up, and this is a starbucks I do fairly often visit as it is closer to my work place then the one that I normally go to by my home. Can I call and ask what the policy is? Any advice there?
